Local AI
Local AI for voice
Local text-to-speech has a friendly default: Kokoro, an 82-million-parameter voice that public listening tests ranked near the top of small open voices for English. Piper is the tiny, plainer option. Chatterbox is the more expressive one, and it asks for a bit more memory.

Runs wellCloser to a performance than Kokoro. Still not a substitute for a directed studio voice.
The more dramatic voice. Better when the line should sound like a person performing it.

Questions people actually ask
Will it sound like a GPS?
Piper can. Kokoro usually does not. It is pleasant and clear. It will not match a carefully directed studio voice.
Does voice need an expensive computer?
No. Kokoro is a fraction of a gigabyte. If the computer can browse the web, it can speak.
